The law in question wouldn't actually have made a difference in this girl's case unless she was one of the few officially pre-viable births who survived anyway. There were already laws in place that covered the post-viability phase. This was just to make the situation as comfortable as possible when the botched abortion took place pre-viability (and yes, there are cases when they survive despite being labeled pre-viable, but cases of failed abortions probably aren't among them). Obama's vote on this is despicable, and his lies about it after the fact make it worse. If Obama had his way, there would be no restrictions on abortion. But I do think that one statement isn't true. This particular girl most likely wouldn't have been affected by this law.
